What Is a Police Complaint?

A police complaint (FIR) is a statement by the Complainant disclosing the facts of offence, in the  order to require the police to take action as per the Code of Criminal Procedure (Cr.P.C), within their jurisdiction. It can be written or oral, providing details of the parties involved, date, time, place, and other information in complaint. In layman’s language a police complaint is a firsthand account of an offence or crime, expressed in plain language to describe what occurred. It is a narrative that provides factual information about the incident.

What is FIR?

FIR stands for First Information Report, which is a written document that is filed by the police when they receive information/complaint about a crime or incident, which is cognizable in nature. The first step in the criminal justice process tothe provides important details about the incident, such as the time, location, and nature of the crime. FIRs are essential for starting an investigation and are often required before any further action can be taken by the police or other law enforcement authorities.

What is NCR?

A non-cognizable report is prepared by the police when they receive information about a non-cognizable offence, typically involving minor offences. In such cases, the police can only take action after obtaining permission from a Magistrate.

Many people are not aware of the distinction between an FIR (First Information Report) and an NCR (Non Cognizable Report). As a result, the police sometimes file NCRs for stolen items, which can be confusing for victims. Unlike an FIR, which clearly states “First Investigation Report” and the relevant IPC section, an NCR is labelled as a “Non-Cognizable Report”.

  • Registered mobile number of the complainant
  • Complete address of the complainant, including district
  • Complete address of the accused, including district and phone number, if known
  • Aadhaar number of the complainant
  • Date of occurrence of the incident
  • Place of occurrence of the incident

Uttar Pradesh

The West Bengal crime and criminal network tracking system is still under development.

Tamil Nadu

The state of Tamil Nadu has provided the services by the name Citizens service: Crime and Criminal Tracking Network and System (CCTNS). The online complaint can be filed here. The filed FIRs status you can be checked here.

Madhya Pradesh

The online complaint can be filed here.

Himachal Pradesh

The online complaint can be filed after logging on to the citizens portal here. However, information can be submitted to the police  without logging in here.

Haryana

Filed FIRs can be retrieved here. The police can be provided Information to here without logging in. The complaint can be registered after logging on to the citizens portal.

Jharkhand

The state of Jharkhand have named e-FIR system as Jharkhand Online FIR system (JOFS) and this can be filed here. There is instant FIR registration with Aadhar Card number. The portal also provides FIR status and facility for SMS / Email to complainants on any type of enquiry.

Orissa

The online FIR you can be filed after logging into the citizen portal here. Filed an FIRs can be retrieved here after logging on to the system.
